Hemp Road Tour Provides Details About Hemp Industry in Florida

The Clermont stop of the hemp road tour organized by the Hemp Industries Association of Florida (HIAF) provided an opportunity for the attendees to learn what form the state hemp production guidelines will take.

The first piece of information that was shared had to do with how soon growers, processors and other industry actors can apply and get permits from the state. Helen Miller, who works with the Florida Department of Agriculture and Consumer Services, told the people attending that the hemp rules will be ready before the year ends and the permitting process will then start.

She revealed that the state doesn’t plan to put a limit on the number of permits issued, but all applicants will be subjected to a background check. Those with a drug-related conviction within the past decade will be disqualified during the licensing process.

Growers will pay a license fee of $650 and other activities will attract different permit fees. For example, a processor will pay a different permit fee from a retailer or wholesaler.

Roger Brown, a member of the Hemp Industries Association board, spoke about THC testing. He revealed that while the specific THC testing requirements for Florida are still being worked out, growers should expect mandatory tests to confirm that their plants contain less than 0.3 percent THC content.

Plants that are found to have more THC than is permitted will be called “hot” and one may perform another test to confirm the findings of the first test. Once the second test returns the same outcome, then the plants must be destroyed.

Destruction means stripping the plants of all flowers (buds) and leaves. The stalks can then be sold to the fiber market. Farmers can also sell the seeds to makers of hempseed powder, hempseed oil and other such products. However, this secondary market brings in less revenue than the CBD market, so farmers will be earning less than they had initially projected.

Brown also asked growers to think carefully about how they define a “plot” of industrial hemp. For example, one farmer growing 50 acres of hemp can decide to call the entire farm one plot. This means that under the testing requirements, only one sample will be tested.

The risk in such a decision is that if the sample is “hot,” the farmer could lose their entire crop. In contrast, another farmer with 50 acres may divide that land into five “plots” of 10 acres each. This means five samples will be taken from this farm, and if one or two samples are “hot,” this particular farmer can still earn premium rates from the three plots found to be compliant with the THC limit.
